Terms and Conditions
Before becoming a member of the online services provided by Horry County State Bank you must read this Agreement carefully. Our services will not be granted to you unless you agree to these terms and conditions.
In this Agreement: Bank, we, our, and us, refer to Horry County State Bank. You and your refer to any person that a signer on an account has given the means to access the account through Horry NetBanking. Online banking means the Internet-based banking service provided by Horry County State Bank.
Business Days: Monday through Friday with the exception of Federal Reserve holidays.
Horry NetBanking Account: the account assigned to you in order for you to conduct transactions using your Horry County State Bank deposit, savings, and loan accounts; some of which may not be eligible for transfers and bill payments using our Online
Horry NetBillPay Account: a checking account you made accessible for Bill Payments online using your Online Banking Account.
ID and PIN: is your logon name and Personal Identification Number that is assigned to you after you are accepted for these online services.
Payee: refers to any business, merchant, or professional with a valid US address that generates a bill for invoice for services.
Payee Account: refers to the account to which the Payee will credit your payment.
Pseudo Account Name: is the name you select to title each account you view.
Alias or Logon ID: after logging in to our Horry NetBanking service we ask that you change your logon ID to a unique Alias or name for security purposes.
Encryption: to put into code. Ex: SSL 128-bit encryption.
2. Requirements for Internet Banking Access
You need a Personal Computer (PC) with an Internet service provider. You must have an up-to-date browser of Microsoft Explorer 6.0 or higher, the most current version of Netscape Communicator , Macintosh IE 5.0, or AOL of 4.0 or higher, with 128-bit encryption. With these, the information that you receive is not saved on your PC unless you download it.
3. Logon ID and PIN
Once you have logged in using the NetTeller ID provided to you on your welcome letter. Your initial PIN will be set to the last 4 (four) digits of your social security number or tax ID number. Once you logon you are then required to change your PIN for security reasons. Please change your PIN frequently. Do not accept the save password option if available from your browser. Anyone using your PC would be able to access your account(s) if the PIN (password) is saved. Do not keep your passwords or other sources of ID where others can obtain it.
Once logged in to our Online Banking service we recommend that you change your personal ID. Choose the Option Tab and click on Personal to change you Personal ID to an alias. This will allow you to keep your original ID safe from others. You will always have the option to change this ID as preferred. Horry County State Bank is not responsible for the unauthorized use of your ID and PIN.
If you notice any suspicious account activity or experience security related events (e.g., an e-mail request for confidential information from someone purporting to be from this institution or its service providers) please contact us immediately at (843)716-4272.
For your protection we also recommend that you install and update anti-virus software, anti-malware programs, firewalls, and operating system patch updates.
Please be advised that neither this institution nor its service providers will request your personal information, request your access ID, or your passcode via e-mail or telephone. If you are contacted by anyone requesting this information, please contact us immediately at (843)716-4272.
This Agreement is a separate Agreement from the one you sign when opening your account(s). You are subject to keep the rights to use your Horry NetBanking services to those of whom have signed access rights. If the rights are given to any other individual upon your request you are allowing them access to some or all of your accounts(s) per your Online Bank Account. You then enter the risk of fraudulent and unauthorized use of your Bank Account(s). Therefore you agree not to give your Internet Banking ID and PIN to anyone unauthorized to have it and remain duly responsible for any transaction or inquiry that is processed in good faith.
4. Banking Features Available with Horry NetBanking
a. Fund Transfers
Fund transfers are available using our Online Banking Service for eligible accounts. These are the accounts that do not have withdrawal restrictions, for example: IRAs and CD's. Some accounts such as lines of credit, allow you to transfer funds to but it does not allow you to transfer from them.
To make a transfer from one account to another you must select the transfer funds option on the account you have selected. Next you must verify the account the funds are being transferred to. There must be sufficient funds to make the transaction. We are not responsible for the fees accrued for transfers made from accounts with insufficient funds. All transfers are subject to withdrawal and transfer limitations where applicable according to your Truth-in-Savings disclosure. The amount of the transfers must be between $.01 and $99,999.99. The transfers made during a business day are processed that evening. These transfers will appear on your monthly statement.

c. Viewing Current Transactions and Statements
You can view current transactions, which will also allow you to check your current balance. Your current balance and your available balance may vary due to pending transactions, charges, drafts, outstanding checks, or deposits not yet processed or verified.
You can choose to view your last statement using HTML format. By choosing to download your statements you will be allowed to view back three statement months. You can download to your financial software program of Microsoft Money 2000 or greater (visit www.microsoft.com/money).
5. Horry NetBanking with Horry NetBillPay
Horry NetBillPay is an option. This allows you to make payments to any payee such as but not limited to: a merchant, professional, business, family member, or whomever you may create a fee for a product or service provided to you. They must have a valid US address and phone number. We retain the right to decline payment to certain payees or class of payees. Any payments made are subject to comply with any and all laws pertaining to payment services. Do not make payments for governmental fees or taxes, alimony, child support, settlement of brokerage accounts, or court-directed payments through this Online Bill Payment service.
a. To Schedule Your Payments
You must provide the payee name, amount of payment, and if a recurring payment you can set it up as a weekly, bi-weekly, monthly, semi-monthly, quarterly, annually, or semi-annually payment. If you make recurring payments for different amounts, then you can set the payment up to where you can change the amount for each payment cycle. Otherwise, you can go back to the payee screen and edit the amount and dates for payments. Each payment should not exceed $9,999.99. Payments made to the same payee for the same amounts may not be made on the same date.
Note: Reoccurring payments do not serve as a login and will not prevent your account from becoming inactive.
Check payments should be initiated at least five (5) business days before the date of payment. Electronic payments may be initiated at least three (3) business days before your scheduled payment due date. The amount will be debited from your Horry NetBillPay account the day the check is processed at our bank. It may take up to ten (10) business days to process a check depending on the time it takes for the payee to cash your check. The first time setting up payees for payment may allot more time for transactions to take place. After one payment to particular payees will allow exceptionally quicker delivery of check items.
You may cancel edit, or reschedule payments at any time before the check process date, which is usually at 10:00pm EST the night before payment is scheduled. We are not liable for any cashed items that were originally scheduled for payment upon intended wish by you. For any stop payment requests made for a payment that has been sent, you will be charged.
All payments will appear on your monthly statements.
There is not a fee for using our Horry NetBanking or our Horry NetBillPay service.
Termination of Your Horry NetBanking Account
You may at any time terminate your Horry NetBanking Account. You must notify us that you want to do so. We may require that you (authorized applicant) may sign a document approving such termination. Allow at least ten (10) days advanced notice to us for which you want it terminated.
We may at any time terminate your account with or without notice. If you allow your Account to go dormant and you do not respond to our notice, your account with us will be terminated. No further notices are necessary. If you fail to make payments for the use of our Internet services or fail to oblige to our Terms, you may also lose your Internet Banking privilege with us. For your security, If you do not log into your NetTeller account for 60 consecutive calendar days, your account will become inactive and will be removed from the system, no notice will be provided.
Horry County State Bank will not and has not issued, implied, or expressed to you a guarantee or warranty concerning service (hardware, software, or any part thereof), or merchantability for any particular purpose, unless applicable law prohibits disclaiming such warranty.
*Horry County State Bank is not responsible for the content and functionality of the software used to view statements. The Checks and Electronic Checks made payable do not originate with us, but through a service we use.
